News & Events. Here is a list of incentives in 2024 for commercial fleet operators in Washington DC:

  1. Electric Vehicle (EV) Title Excise Tax Exemption: EVs in DC are exempt from the excise tax imposed on an original certificate of title, benefiting both original and subsequent purchasers.
  2. Alternative Fuel Vehicle Exemption from Driving Restrictions: Certified clean fuel vehicles, as part of a fleet operating at least 10 vehicles in DC, are exempt from time-of-day and day-of-week restrictions and commercial vehicle bans, although not for unrestricted HOV lane access .
  3. Public Electric Vehicle (EV) Charging Station Make-Ready Support – Pepco: Pepco provides support for commercial customers to install publicly-accessible Level 2 and DC fast charging stations, covering electrical capacity needs for up to five Level 2 or four DCFC stations per location.
  4. Fleet Electric Vehicle (EV) Charging Station Make-Ready Support – Pepco: Support is also extended to commercial and municipal fleets for Level 2 and DCFC stations, specifically for taxi, rideshare programs, or electric buses.
  5. Electric Vehicle (EV) Infrastructure Support: DC utilities are part of the National Electric Highway Coalition (NEHC), committed to creating a network of DC fast charging stations across major highways from the Atlantic to the Pacific.
  6. Medium- and Heavy-Duty (MHD) Zero Emission Vehicle (ZEV) Deployment Support: The District is part of an MOU to support the deployment of MHD ZEVs, with a multi-state action plan including limiting all new MHD vehicle sales to ZEVs by 2050 .
  7. Zero Emission Vehicle (ZEV) Deployment Support: By 2045, all public buses, private fleets of more than 50 vehicles, commercial motor carriers, limousine service vehicles, and taxis in DC must be ZEVs .
  8. Utility Electric Vehicle (EV) Charging Station Program Authorization: The DC Public Service Commission may consider applications by electric utilities to promote transportation electrification through EV charging station ownership or related programs and incentives .
  9. Emissions Reduction Plan for Transportation Network Companies: Every two years, private vehicle-for-hire companies must develop and submit a greenhouse gas emissions reduction plan, including strategies to increase the use of ZEVs.
  10. Zero Emission Vehicle (ZEV) Sales Requirements and Low Emission Vehicle (LEV) Standards: Adopts California motor vehicle emissions standards, with requirements starting model year 2027 that 100% of new passenger vehicles sold must be ZEVs by 2035.

These incentives and regulations are designed to facilitate the adoption of zero or low emission vehicles in the Greater Washington DC region, promoting cleaner transportation options and environmental sustainability.
